i stick to double tapping outside top3 or a tripple if its my friend and i know hed want it either way and within reasonable time frame (12 hours) if the state had gotten AA'ed from a significantly higher rank down.
the max # of attacks on each state with in any time period is one that you feel will not get you in trouble with that state/nation.
if your feeling froggy then leap. if your feeling conservitave then attack that way.

I look if the attacks are harming, or actually helping. If a top state double me, i don`t feel so bad, as the next lower state who grabs me, won`t get much land.
Of course I`m kinda nice, so I don`t start AAing people just cuz, I`m not Z or anything!
well i 1st look to see if the state i am attacking is max logan, if it is i select amphibious assault from my attack list, and make sure to do at least 20-30 attacks.
i think that's the only rule that has been agreed upon between nations so far.

So usually you have to look outside of the top 10.
