Does anyone know anything about this new bill?

If I am not mistaken, it has to do with placing a cap on emissions of greenhouse gasses by US companies and if the company comes in below their cap, they can trade off the remaining of their "emissions cap" to other companies. Don't quite know how that works but...

Our local Electric company have warned that electric bills will soar close to a 1k average when this bill is enacted... :think::

That's exactly right old dog'ma. :)

Lets say every company in the USA is alloted 4 emission credits per year (hypothetically speaking) and 1 company uses 6 and 1 company uses 2... the company that produces 6 can sell the 2 off to the company that produces 2 to keep their arses out of trouble. It's lame.
