one of your members has been misbehaving himself, probably carrying over a grudge from last set. consider this a first and final warning to LoR. NON-SA attacks are unacceptable outside of war. the attacks made by Boreau will be retalled.

Well, scav, I think it is better to ASSUME that a state with N is really a newbie and not a returning vet... And really, the actions performed by that state lead me to a conclusion that he is not an experienced player. But yeah, this is between you and lor :).
