The tax/draft rate is the goods or money you receive from each state, per turn. These goods/money goes to your nation to support your national army or to buy other goods with. Depending on the size of your nation you will want to adjust that tax/draft rate some. 50% is very high. Most people set it between 18%-25% for the first couple weeks and then lower it as the set get closer to the end. That way your nation states receive more of the goods they produce.

Of your total.
so if you send 100 inf, then NA will send 50 inf if the NA has it.
thus total of 150 inf will be in the fight

If you have 100m and nation has 100m, then nation will send 50m.

If you have 100m and nation has 80m, then nation will send 40m.

So, to be correct: 50% dispatch means half of your total BUT NOT MORE 50% than what NA has.
