How do most of you use turns when there's no targets? Do you cash turns , keep expanding ?

Its useless for industrialist to cash turns, you dont have enough population. Build construction sites, expand or upgrade if needed. Also some spy ops are a good way to pass time, information about enemys is essential in maintaining your position.
