Am I just a Noob, or what.

I did a SA with enough money for aprox 9 turns on hand .

I failed like big N00B, but thats not my issue.

I then had a Red turn on the last turn of my SA, even though I had the cash (and other resources) to cover 9 turns.

Has it always been this way?

Maybe the money you had to pay for the defeat was the problem. But -1$ can't be right. Back in the day I've seen -1 free land and -1 units. Some kind of bug

Yes it has. And for whatever reason if you fail an attack it takes it from your money at turn 1 not turn 5.

But red turns are only 1% losses now, so it's not super damaging

Good to know...

I thought it would be taken after the attacks :-)

Guess i have not played enough in recent years to remember.
