I have one question: do most people consider attacking someone who is in a nation an act of war on that nation?

No, in fact standard attacks can be a very good strategy for growing your land capacity. If you attack some more than 2 times in a row, sometimes they'll see that as a war aggression and then once war is declared, there are many other attacks that can be done as well. All of those are designed to specifically hurt the defending state.
