I do not think this is a good idea.

First off it would take a state 3 days to pop, and more if they are trying to get 499 then wait till they have full turns then POP. Also, a stat that is still in protection cannot get land grabs. I start grabbing soon as i pop, at 200 turns. new states will have to expand in order to get land, which sucks...

I can keep going but i think you all get the point...

problem is, its better expanding that dieying at turn 200

Well what about from turns 200-400 you can come oop by grabbing, but if you don't grab you stay in protection...
