Infiltrate Banks

I have no reason to use this at the moment and sort of forgot its usage.
Is it just to see what is in state / nation banks.
Or does it steal money as well.
I know we used to be able to steal a long time ago but this isn't that is it?

I heard before that you could steal money before but it got of hand because one person would just cash for a big guy to take it from him... wish that could happen for me..

sounds like classic feeding, often performed by BG and sometimes the other big clans when they were racing for top.
