So how is land dropping veiwed when not at war i seem to be a victim of it and the person that did it is no longer alive?

If it is a dying state trying to save itself, I will generally contact the leader and ask that it not happen again this set ("you've ****ed me once and I understand that it was necessary. Please have your states choose a different target in the for the rest of the set."). Hopefully they looked through all the states of the attacking nation first, and found all of them had significant GB.

If it is a land-dropping state that is trying to recover after its actions, I'd decide between killing it (not possible in this case), working out an arrangement with the host nation that will give you back equal land in a single grab, or warring the host nation.

For equal grab, it's best to let the host nation choose the state for themselves, rather than picking which state must drop GB. It's less likely to get your nation involved in the war, and it shows the host nation you are reasonable. Basically they lose 7.5% of a single state's NW (actually less, since they don't need to sell spies/jets/bombers), rather than having to fight the war on another front.

The state in question has no AR attacks on it what so ever he land dropped on purpose and there were atleast 3 other states that had it happen to them and it was for a nice chunks of land.
