It is a game...all nations start at 20 and the next person to post has the option to add 2 and subtract 2 from ONLY 2 nations. Then the next person goes and changes nations by 2. Once a nation gets to 40 it reaches hall of fame and at 0 it reaches the hall of shame. So it just goes on and on.
