Who cares if you jump tag for net? Since when is this illegal or even frowned upon?
I think if you want to make sure no one plays with 0 tax then kill the nation while it has no nation army. Also how can you condone tag jumping for war but not for net? In both cases the "offending" state doesn't help the national army and in the war case he even avoids the FS, letting his fellow states die.
