I don't know, If someone prepared against me, I'd prepare back.
Only difference is, I'd hit them as soon as I could.
I don't like the idea of the no limit preparations.
Is it possible to add like, a tax increase in the nation while it's "preparing"?
Like, not let you increase it, but it actually increases say 5% while your nation prepares.
That could deter people from doing it, especially since you can only change the tax three times... (right?)
Just throwing it out there.
And besides, the best part of having the tax increase, is that you shouldn't really be using turns anyway if your nation is preparing to war.

xx has withdrawn its troops from the borders as events cool down.

I did end preparations.

But ending them does not show in the global events for some reason
