What are people's opinions on why these aren't being used at all? When was the last time someone used them? I think its potentially a very good idea which perhaps requires some tinkering with (perhaps lowering cost of sanctions?).

My opinion is, I really like them. I think they are a nice diplomatic tool to use. I agree they should be tweaked a little bit so if anyone has any suggestions feel free to post them.
All in all i think they could be a big part of the game.
