This really isn't fully true. Yes Casher was boosted but not so bad that Indy doesn't have a chance. In fact, November and December sets, an Indy state won.

Sadly it is hard to fully tell. I think if we had more members and more very active members then casher would be about even. Perhaps it needs to be rolled back a little. Devil and I worked on it when we raised it and both felt it was a good starting point. Perhaps next set I'll lower it a tad and see how that is.
