That's a good idea. Is it possible to have unit generation like you have with land. I took notice last set and this set with warring that restarts don't have to much of a turn around time to get restarted. A state being killed can grab one of those states for 1500 land and not even have to restore their readiness because you can break them with 1 militia.

i would try and make it relative to state age if possible, so that all players have some targets. currently there are 80 states at 150k+ nw and the rest is between 50-80k. give them the free units from missions if nothing else.
