WTF is this?

Go to upgrade my AGM the rest of the day today and all the sudden this state pops up and starts attacking me and a member of LoR with random missile strikes wtf? Its not a new player, smells pretty foul to me. Had to spend all my money saved up for upgrades on re-building all my structures.
