From the TOS:

8. - You will not use any automated programs or scripts to advance your state, acquire goods, or otherwise anything that benefits your state in an automated fashion.


As it benefits your state to appear to be online, then yes, it is a violation of the TOS plain and simple.

Also, as it appears some people think that the rules are for how THEY interpret it, there is also this one:

20. - Do not try to cleverly circumvent some rule listed here. These rules are general guidelines and are very flexible.
