believe its the 1st state that was killed that had done attacks not the second. so does a state with 10 ships and no other unit count as mass ships?How can you not agree with SkyCat, I bet there is someone in the Top 10 not thinking about his defence and would have been hurt by those ships. He had already hit a LOR state with some AA's and we don't know who was next. Also who is to say he would attack a top 10 state he could have ruined anyones set.
If we had not killed him then I'm sure LOR would have. Its obvious he was gunning for someone.
ALSO a state with pretty much all Ships is a state of Mass ships. Does not matter how many he has he still has mostly ships so for people saying he only has 1 mil+ ships how can that be mass ships. He stills has mostly ships.
